start up support tuner error message

On start up, a message comes up that reads 'the support tuner has encountered a network error. Check the state of the network and try again.'

System restart problem

Often when I do a shutdown/restart, my system acts like it's going to restart but then doesn't. I have to shut it off by the power button and restart that way. Why is this?

what is ctfmon.exe?

This is in my startup and I uncheck it and when I restart my computer it is checked again.
