Moving to Reading, Berkshire

I am planning to move to Reading (UK). Can anybody tell me - where are the 'nicer' bits of Reading and which are the ones to avoid? Thanks.

Is it illegal?

Can you be arrested by the police for purposely spitting at/on someone in the street? This happened to me earlier and the person who did it is now long gone - but I am just curious...
