Bank Charges

Does anyone know how long it takes to claim back BANK charges from the first letter sent to them, to recieving a refund. Is it as easy as some of these articles i've read make out?

My sister has had her driving licence since April 2005, I know if she tots up 6 points within the first 2 years, she'll be banned. She recently recieved 3 points for speeding, and last week was caught...
