charge on property

what does a charge on property mean? I have one on my property and wish to sell it, the charge was put on in oct last year and is for a supposed debt from 13yrs ago, there is no equity in the property...

I am not trying to defend anyone but i read the thread where legend had a pop at whffey and dot about disabled people (i am registered disabled by the way) anyway at 11.49 knobbynonut posted to tell...
