Read only

When I save a file to a disc my computer always saves as read only and when I go into properties and uncheck the box and click 'apply' the tick comes back to the box, any ideas how to resolve this? I...

When you are in an area that has no mobile signal how can you still contact the emergency services? doesn't any call still need a sattelite signal?
