something limiting revs at 3.5-4000 rpm on 98 (mk4) fiesta endura 1.3 8v

car revs as normal but limits itself to around 3500-4000 revs as if it has hit the limiter, it is still wanting to pull but simply wont. im fairly sure this is a sudden fault but i rarely rev higher...

98 fiesta wiper fuse

blows as soon as ignition is turned i tried disconnecting all the items on this circuit (front wiper, rear wiper, washer motor, wiper stalks) but it still blows when ignition is turned any help...
