New builds - part exchange

I moved in with my partner recently who owns his house. We are now interested in moving to a new build hopefully part exchanging his house. We both realise that he'll get less than the market value....

Fences - who should pay?

i live in a semi detached house. We own the house but our neighbours are council tenants. We are going to be putting up a fence in the front garden (in the middle, the one to separate the two gardens)...
