Why does the time of sunset start to get later when the time of sunrise is still getting later? Evenings started drawing out on 13th, but mornings will not get earlier until the New Year.

Simply because our orbit round Sol isn't a perfect circle...Because of all those really obese americans we have wobbles in our orbit....the net effect of not having a perfect orbit is slightly wonky sunrise/sunset times.
the winter solstice was on 21st december and since then the days get longer at both ends equally until 21 March at which point day = night lengthwise as its the equinox Latin equal night, the days continue to lengthen until approx 21 June which although called midsummer night, is actually the Firstday of summer and not midsummer at all so there's a good question. oh, also the clocks go backwards and forwards in autumn and spring due to govt interference and sympathy for farmers but not for children in the dark at 4:30
Apart from that, sometimes the moon rises in the day and sets at night and the stars, where do they go in the day? - Nowhere; they're just blinded by the sunlight. :-)
