My laptop is now running so slowly its not worth turning on. Can I take everything off and start again. If so is it relatively straight forward or do I need to take it to an expert or dump it and buy a new one. I'm willing to give it a go myself as its useless as it is. It has nothing on it that I haven't got saved elsewhere. Any ideas?

You will also need to check which programs are in your start up folder.

Programs that you don't need that session but start up anyway use resources and slow your pc down. Also it can take much longer for your machine to boot up.
We still don't know the Windows version?

It's needed so we can give a more accurate answer.
These days a defrag will produce minimal speed up. Tell folk what resources you have. Memory, CPU speed, free C: drive space. Have you checked for malware/viruses ? What starts up at boot time ? All that good stuff.

A Laptop disposing or not is depend on its hardware.
Running so slowly is not a reason to dump because in most cases it happens because of poorly maintained applications.
If you don't need the data which stored in your Lap, just try a format a reinstall of OS.
The it will give its maximum performance with the available hardware
