Most British towns and cities have one or more public parks...ie an area where there are gardens, trees, walkways, paddling-pools etc which local people can enjoy. In them, you will usually find a caf� selling food, perhaps an ice-cream kiosk, a beefburger van and so on. The owners of these have to get a licence from the local council which allows them to run their business in the park. An owner of such a licence is said to have a 'park concession'.
