Click on it, hold the mouse button down, drag it to the bottom of the screen again.
have you tried right-clicking on a blank area of the bar? If it says "Properties", that should give you the option of where to put it

Just click and (with the mouse button still held down) drag it to where you want it - if it doesn't want to move then right-click on it and untick the Lock option. When it is where you want then set that Lock option to reduce the chane of it being moved accidentally.
Find a blank area on the taskbar, left-click & drag back to the bottom.

Right-click a blank area on the taskbar & tick "Lock Taskbar"

Click and drag it - click on a blank area of the bar and at the same time drag it back to the bottom. Then right-click on it and choose 'lock', and it won't happen again.

thanks all for the help everything back to normal now.
I would like to add a heartfelt 'thank you' as well. The task bar regularly has some sort of hissy-fit and shifts around, it's been on the r-hand side for ages, but I've now managed to put it in it's place on the bottom of the screen. Result! (I never knew what the r-hand click was for, so this is one use.)
you can right-click on anything (the desktop, an image, a link, anything) and it will present a menu of possible actions - left-clicking is simply a quick way of selecting what is generally considered to be the most common option from that menu e.g. for a link that would be opening the link
