Are you quite sure of your letters for18d ? The only word I can come up with is Scandals which makes no sense.
Canvass - may = can and mass is a service and canvass is to take a poll.
I no longer have this crossword but I am sure I remember answering canvass so where does the first ? come from? Am I wrong or is the first ? enoneous?
18d. can + va(t) + S (lashed) + s (ervices)
No wonder i couldn't get it I thought you didn't know the first letter before a C !

I remember my thinking now it is close to Kettledrums


May = can


tax cut = va


Service slashed (ma/ss) = ss


and to poll is to canvass.

my reasoning was: leads ( ie first letters) to s lashed
