Optical drives during boot up

Any way of disabling optical drives during boot up? All its doing is making a noise, draing unnesasery power and putting strain on my PSU

I can't think of a way aside from physically disconnecting their power connectors. Once bootup has completed the drives should basically hibernate unless they are being used. They take very little power at bootup.
You probably have "boot from other devices" enabled in your BIOS settings, so the machine will be checking for the presence of a bootable CD. Changing your BIOS settings will probably solve your problem - though I'd hardly characterise it as putting strain on your PSU!
