I'm not totally sure which way around we are supposed to be tackling this...are we after the name of a Welsh river contained in the words 'who in' or the name of a person in the letters contained in the words 'Welsh river'?

the link will take you to a map of all the Welsh rivers. There - flowing into Cardigan Bay - you will see one called the 'Wnion'. This makes me wonder whether you have noted the letters correctly, given that 'N' and 'H' look very similar.

A conceivable person's name, if the task is the other way about, might be Lew Shriver...a distant male cousin of Arnold Schwarzenegger's wife, perhaps, given that she's a Shriver!

It's easier than that QM. Howin is an old Welsh word for 'river' ! There may be a river called 'howin' but I've no idea where it is. In the Isle of Man there us a place Cass ny Howin ( apparently 'foot of' the river) so the word is found in another Celtic/Gaelic language area too. Nowadays and generally 'afon' is the word most associated with 'river' in Welsh; so the ignorant English call a river the 'River Avon' ( as 'afon' sounds to them); perhaps they call one River Howin too, by the same token !
Well I'll be darned, Fred! I wonder where the questioner found this particular quiz-question...'The Caerphilly Quarterly'? Now that you've come up with the goods, I'd quess he/she will be the only entrant to have got it right. Personally, I'd have had about as much chance of coming up with an answer from Old Welsh as I'd have had of coming up with one from Old Swahili! (Though wrong, I thought my response's getting a one-star rating was a bit harsh, given that I did try to help. I was amazed to find that there - almost - was an actual river-name to fit the bill.)
