After a day when my mind has been destroyed by builders, a pick through a water pipe, and trying to find a plumber at 4pm on a Friday, I little thought I'd be the first to check in. A very fair and entertaining offering by Rood, for which many thanks.

Philoctetes, there is something in the puzzle to lead you in the right direction, and that is the second word of the stage 2 instruction. Use that to guide your focus on the grid; you may then spot the two-word phrase which Wikipedia will explain for you.
An excellent, challenging puzzle. Slight doubts about (re)resolving one of the clashes to fulfil the requirements, but hopefully I'm on the right track. Interesting to see what looks like a red herring intersecting, or perhaps the beginnings of an abandoned endgame...
... and just as I type, my uncertainties are cleared up. Quite wonderful stuff.
No inadvertent red herring youngoffender, but all part of the challenge in correctly disentangling the endgame.

I also note something that may cause some confusion here in reference to the "two-word" phrase. The one referred to in the preamble to assist in identifying the instruction is not the same one that at least one contributor here is referring to.
