Still puzzled by 2d: Sort of spin recommended by former MP for Oldham. I have R?R??. The last letter would be L if 11a happens to be Wilde - Broad frame for novice playwright. Ther I have W???E

WILDE looks fine - broad = WIDE frames novice = L
2d: maybe RURAL - Michael Meacher has had ministerial responsibility for rural affairs in the past (but that is a bit of a soft link for a clue like this)

Many thanks! I should have seen why it must be Wilde and then rural is the only possibility for 2d.
i'm not happy with my possible explanation but nothing else comes to mind (yet)
Meacher still is the MP though for Oldham West.
William Cobbett wrote Rural Rides and was Oldham MP
