No jkm95, Shannon Doherty left the show in bad terms, which is why they killed her off completely(friction between her and Alyssa) and then she ditched the show to the media. And if you noticed when Piper and Leo went to a councellor and were talking about their memories, and Pheobe and Page got stuck in them, they didn't show any clips with her in them, either a standins profile, or cut her out of it altogether, because they aren't allowed to.

So its highly unlikely she will return.
