The local authority have no control at the school it is an Academy run directly by Mr Gove's Department for Education. Which is why there has been no proper over seeing of their activities.

Lost in all the witch hunting is the fact that the schools academic results have improved dramatically.

It is a bit rich, taking the schools out of local authority control, and then blaming them when the private company screws up.

I assumed OFSTED remit was primarily concerned with Educational standards. It seems these schools are maintaining and often have good results, but are being downgraded for non educational reasons.

Presumably, when these schools were made into free schools and Academies, there must have been some promise to run them in a certain way. Either the company hasn't lived up to its side of the bargain, or the the department in their haste to wrestle these schools away from the Local Authority, did not properly stipulate what was required.

Don't blame Mr Gove, blame the years of liberal lefties who by their measures have destroyed all the discipline in our schools.
