Kid's TV programme - late 60's early 70's

This is driving me mad!!!! Does anyone remember a kids TV programme which featured a fat American guy in the same room week after week. He kept bursting into song and wore something like a jesters outfit. He had a parrot on a stand which kept saying "Hey diddle diddle, here's a riddle" and the parrot & the fat guy would do riddles. The camera then would pan to a hole in the skirting board and then the scene would cut to a cartoon and other different things. I know this sounds like the most bizarre programme, but I didn't imagine it!! Anyone know the name of it please?

I thinks it was called Mr Piper

thikasabrik, I've been trying to find this question out for so long I thought I was imagining it all. Ask people and you get the feeling insanity is not far away the way they look at you. Well done Ludwig.

Programme was called Mr. Piper and if you go to website: www.sterlingtimes.co.uk/television4.htm you will actually be able to DOWNLOAD THE ACTUAL SONG from the programme.
