Yes they can certainly apply.

Does your friend have 'leave to remain' for 4 years or 'indefinite leave to remain'?
On what basis were they given leave to remain?
Was your friend granted entry as a spouse or dependent relative?

If your friend has indefinite leave to remain they have the right to apply for benefits. To obtain full State Pension they need to have paid NI contributions for between 30-40 years. If they paid equivalent insurance contribution in their home country those contributions may be credited.

Otherwise they may be able to access other benefits, such as Pension Credit, Housing Benefit, etc, depending on their personal circumstances.

Best advice is to get CAB to check your friend's immigration status then ask for a benefits check.

where is their home country, tiger? That may make a difference
Immigration is a complicated subject.

So, your friend originally had 'limited leave to remain' as a dependent relative. Then applied for and received 'indefinite leave to remain'

If your friend now has indefinite leave (settled status) he/she can apply for benefits.
