I alsways thought that a Masters degree was a postgraduate course. (Except at Oxford/Cambridge University where I recall that a bachelor degree turns into masters automatically after a certain time without any further studying needing to be done)
You need to discuss this directly with departments that provide the courses you want, as they all have different policies.
However, with most creative arts courses, one of the entrance criteria seems to be your own portfolio of work, so to study fashion they might be looking at the minimum for your having a developed awareness of textiles, colour and shape, and a qualification such as A-level or equivalent.
