Dog Excrement

Does anyone have any positive/ even innovative way of dealing with this anti-social problem?
Our pavements and footpaths are a disgrace, and a health hazard. This now seems to have reached epidemic proportions.
“There are no bad dogs, but many, many bad dog owners”.
Sensible answers/suggestions please.

We very nearly got caught out the other day leaving a enormous poo in a pedestrianised area.

We were talking to some people while they were hugging our hounds (quite normal when we are in town) we had been there for a few minutes, as we went to walk away we heard a disgruntled voice say "hey, you aren't leaving that are you?" I turned to see this guy pointing to a huge pile right behind where we had been standing, we hadn't noticed what the hound had done and cleaned it up immediately, but you can get caught out if you aren't paying attention. If were to leave one of our dog poos in the street, they are so big the council would need to erect diversion signs to navigate around it.

There are quite a few dogs in my Close. Never ever any dog mess. What considerate neighbours I have. The foxes alas have no one to clean after them.
There always seems to be dog poo on the pavement outside my house. I have to dodge one lot which neither the rain or any other weather condition seems to able to shift and the other lot seems to land on the curb right where I step out of my car. I never witness it happening though. Could it be fox poo? I don't know what fox poo looks like but there has a been a few small poos in my front garden which I've had to clear away.
Yesterday, I had the combination of this problem and another peeve - a cyclist on the pavement who, having gone past me, stopped a little further on, staying on his bike, and there was only one side, leaf-strewn, by which to get past him (it was a narrow pavement). So I stepped onto the leaves right onto the dog poo hidden underneath, and it oozed its way into the grooves of the tread on the soles of my shoe. I resisted the urge to rub the pillock cyclist's nose in it (I'm just a wimp so would never have done it).
