I had a new boiler fitted last year so the system was flushed out. Twice in fact and a magnaclean was fitted.

I had a boiler service last week and there was a lot of sludge in the magnaclean.

Well, one of my rads feel cold at the bottom so I assume it is sludge. Will the magnaclean get rid of this or am I going to have to get a plumber in again to sort it out and what sort of cost am I looking at.

Have a look at the Magnaclean filter Shihtzy. It's possibly full up, and needs cleaning.
