Ask your local authority.
Why would aircon be illegal?
Especially in zones of a building where machinery may generate heat eg computer suites and workshops

Wouldn't have thought so, a school gym for instance might need it, or a large hall used for exams.

In the Middle East where I worked as a teacher it was Illegal to not install AC.

Can you repeat the question ?.
