Can computers cheat?

EXAMPLE. If I am playing a game like Monopoly against the computer. They never land on me but I always land on them. I get annoyed with the computer as if it's real. Are they programmed to win?

yes, it's actually more effort to make the game act like a person than it is to use simple rules which make it win more often than not.
Ha ha, yes it does cheat, but the programmer call it AI.

No the programmer would have made the machine roll the dice the same as you and take whatever the outcome is. The dice roll is will be a psuedo-random (computers are not capable of selecting at random) number generator. They are programmed to optimise whatever situation according to how "smart" they are trying to be. In the game you mention I believe you can choose various levels from beginner to expert.
