It says it is downloaded and sometimes it appears in the 7zip window but it can't be opened

Don't know where you're up to but try right clicking on the file and use Open With. Also do you get any message when trying to open the file?
Archive files can be password protected.

down load winzip and open the zipped file with that

Sometimes with 7zip files refuse to open when attempting in the normal fashion.

Right click the file and '7zip' should be an available option. The file will open using that option.
