There isn't really much difference Before and After this benefit was introduced, 1997/98. In fact deaths initially went up, not down.

in my experience the people that I know that received this do not actually spend it on heating they spend it on their grandchildren for christmas!
I am one of the elderly who receives the WFA & my comments are, as you are all aware the WFA was introduced to try to counter balance the effects of constantly increasing fuel prices which low paid pensioners cannot afford. To be fair we pensioners are not the only ones who are low paid, I am thinking particularly of the very poor families in this country who are are on below minimum wages etc. Would it not therefore be a more sensible idea to nationalize the gas & electricity industries in the UK to stop the business of the profiteering that is occurring in this field & thereby controlling prices for all to share in, with perhaps subsidies ( means tested) for the very poor ?

Only one thing is certain, the costs of implementing this with the 'tests ' mentioned will far exceed the very modest saving .
