Well, I'll start the thread although I am still completely bamfoozled by the endgame. I have all the down clues solved but have yet to hit upon some consistent modifications which will fit in the grid and suggest some two-word phrase. Will probably put it down until tomorrow.

Thank you everyone for trying to help me but having looked carefully at all the 11 original words before they have been arranged to fit the across clues, I think I shall have to follow Dr b and give this one up as a bad job. Remind me to ignore Ifor's offerings from now on. Best wishes to you all and my heartiest congratulatrions to those of you who have completed the above.

Ah. voulezvous's comment was the key - I was thinking about a string being raised rather than a different string being shifted downward. So, vv, look for a definition that all the down-shifted strings have in common. Un-bamfoozled!
Yeah! I got that far dr b, but just can't make the leap to the phrase!!

Hooray! Finally got there. If I can do it, everyone here can. So satisfying to solve it after hours of staring and head-scratching.
I still don't get the title, though.

Have made progress with a few more clues (including 2 & 3d x-w-f) and am left with obvious entries, unless, the across clues don't have to be changed too...... do they? Please say they don't or I am neck deep in the mire instead of ankle-deep! I presume the title is relevent in some way but there is certainly no PDM.
You'll be relieved to learn that the across entries are unaltered. If you're still struggling, solving the clue in the title and looking up the answer in Chambers might help a lot. (Nine letter word, second part of which is the fairly obvious anagram).

Finally got there! I hesitate to think how many brain hours I've spent in trying to work out the two word phrase. I'm exhausted!
