Am I completely mistaken or was there ever a Childrens film with this name? (similar to the Childrens Foundation films shown on a Friday evening on Childrens TV)

but not much other info on it other than the factit is a UK film from 1985.

Yes - there was. I saw it. It was about a young lad called Terry who I think got involved or snatched by a thief who he befriends. The title refers to the key moment in the film where he is literally sat on a fence and someone asks him whether he has seen this criminal and he says no, when in fact the bloke is hiding below the fence on the other side. Later on in the film, the criminal refers to Terry as "Tegs" and is overheard, whereupon the Police realise that they are friends and thus leading them on. I suspect that, being a kids film, it all ends happily ever after. Hope this is of some help/interest.
Yes there was, it was shot by The Children's Film Foundation. It was adapted from the book by Bernard Ashley (which is brilliant) I think it is still in print. It would be great if someone shot a new version of it.
