Could someone please tell me from where the new growth come from? Is it from the base of the plant or from the stems?

New growth comes from the stems at the lower part of the plant. But if you left this Salvia outside in winter, it has probably not survived, as it is only hardy to about -2 degrees (28F). www.robinssalvias.com Hope you find it again, a lovely plant.
