If I send a friend in USA( Washington State) a commercial box set DVD , are they able to play them on a regular DVD player?

Some DVDs are regionalized. USA is region 1, Europe is region 2.

If the DVDs are NOT regionalized he should be ok, if they ARE regionalized he may have problems.

However Europe DVD players can be set to play region 1 so maybe USA can be set to play region 2.
DVD must be region one to work in USA , Europe is region 2, so in answer IF its region one then yes if its region two,or otherwise no.
Most, if not all, dvd players can play discs from other regions once a code is entered (quite often just using the buttons on the remote) - there are websites that give such codes and it's just a question of finding the right one for the player make/model.
