The underground, it's only a few stops.
From Victoria take the Victoria line to Green Park. Change there to Picadilly line and it's 3 stops to Covent Garden.

Also

Tube to Piccadilly Circus then they can walk up through Soho to Oxford Street or into China Town with a bit of Shaftsbury Ave 'Theatre Land' thrown in
A number 38 or 24 bus.

In both cases alight at Cambridge Circus.

For Covent Garden , then a short walk down Charing Cross Road and Long Acre. (She could cut through the back via Seven Dials but the main roads are best if you don't know the area).

For Soho a quick walk along Old Compton Street and she'll be in Soho. She could go up Greek Street or Frith Street to Soho Square.

By Underground requires the Victoria Line to Green Park and then on to Eastbound Piccadilly Line. (It's a long walk underground for the change at Green Park). Leicester Square is probably best for Soho (just a short walk from Cambridge Circus - see above) and Covent Garden is one more stop. I'd take the bus as it's more pleasant and you can get off when it breaks down!
