My 70 year old father lives in an Housing Association flat and his kitchen is in a disgusting state through damp and mould with bits falling off the ceiling and water dripping everywhere. After i complained I was told that it would be better in the summer when he could have his window open! I feel it is unhygenic and he is loathe to open the window because he feels the cold and his electric bill would rise.Is it purely a ventilation problem and who would be the statutory body I could report the Housing people to?

Try contacting the Environmental Health people at his local council. Also Age Concern are very knowledgeable.

mould spores are very bad for the chest, particularly at his age.

I would suggest taking some pictures, and then blitzing the place with neat bleach - this will remove it and should help prevent it growng back, but the damp will need to be stopped properly. wear a dust mask as the wiping will disturb the spores.

a small bowl cat litter near the area is also supposed to help with damp

Housing Associations are regulated in England and Wales by the Housing Corporation. This is a Government Agency and is part of Johnnie Two Jag's ever-expending empire. Equivalent bodies operate in Wales, Scotland and N Ireland. In the first instance write and complain to the Housing Association itself. If that doesn't work complain to the Housing Corporation.
