It could be Southport Pier...the wooden sleepers used to make the walkway can be sponsored by people who like to pay for them in memory of loved ones etc but no idea about inscriptions at a tea room... maybe Lytham St Annes..both have recently refurbished piers with cafes and tea rooms...?
