Keep it simple and forget all about Paint.net and Photoshop.

Open a blank Word document. Go to Insert > Picture > From File.
Navigate to the location of your image and double-click on it.
If you need to resize the picture, click on it and drag the handles in the corners (rather than at the edges, to retain the aspect ratio) OR, if you require an exact size, right-click and go to Format Picture > Size.

Then print the document.

Thanks Chris but I don't have Word.Assuming that you might suggest an alternative would you explain how I can get two photos on the same"page".Thanks
Have you got ANY word processor (such as OpenOffice Writer)? The instructions above should still work. (If you've not got OpenOffice, you might care to download and install it. It's free and just as good as Microsoft Office:
http://www.openoffice.org/ )

I'd also expect those instructions to work in any DTP program, such as Microsoft Publisher or PagePlus Starter Edition. (It's free and well worth having on your computer):

With a word processor you'd probably need to place one photo under another. (i.e. import one photo, press the 'Return' key a few times to move down by a few lines and then import the second picture). With a DTP program you can put the pictures wherever you like on the page.

However I'm surprised that your printer didn't come with specialist software for printing photos exactly how you want them to appear on a page. (With Canon printers it's called Easy-PhotoPrint). Take a look at what's already on your computer.
