If just replacing an upstairs rad, why did you drain the downstairs as well? The method is to drain just enough to take the water level below the highest point.
How long since you have completed the job. Air dispelled from fresh water can take a few days to clear. Continual bleeding might be required.
Try turning off all other rads, leaving on the problem one and run the system.
Was it replaced with an identical radiator ? Do the downstairs ones get warm ? Maybe the disturbance caused a block and the system needs flushing ? Try bumping up the pump pressure see if you can push things through. If you bled at the radiators, check for vents to see if you can release air there.
Did I really take more than 3 minutes to type that ?

Did you drain the whole system down, picker?
If so, go around the whole house and bleed again.
