Personally (if I couldnt have dealt with it myself) I would have just asked a friendly neighbour to smash a small window to gain access then a good DIY man to replace the window.

Just a foot note to this

I would have called the local fire station - I always call them when I am having a garden fire just to let them know

Also I typed most of the original question in the taxi on the way to her flat - you can tell when its on the phone as my spelling is correct
