Xenon headlamps, is it true?

Is it true that ALL cars fitted with the new xenon (gas discharge) headlamps, HAVE to be fitted with headlamp washers by law as well? Whats the reason behind this?

I read this in this weeks issue of auto express (page 57 bottem right).

I think it's because the potential for glare to other drivers from dirt on the lamps is much higher than when compared with normal halogen lamps.

No1 it is not true, It is true if you in europe but not the UK.

The reason behind the law in europe is that the xenon headlights should be kept clean for maximum efficiency.
