not the men anyway, it's something in their genes i beleive having read a few bits on the internet about it.

actually if you look at those images, the pure blood tribal chiefs from the 1800s do not appear to have facial hair, later generations do, i think i have read that the poor blood tribes did it have facial hair. that's the same for polynesians i beleive

no, it's a US contractual requirement that when they go out onto the field they have to look scary. But back in Samoa the climate shrivels beards up before they start.
