High speed police chases invariably lead to the death of an innocent person. Chasing a stolen car at high speed is not the right way to apprehend these car thieves.

probably not, however the police can't just let them off?

No they don't.
There was an incident here a few years ago when some youths stole a car and went 'joyriding'. The police put up a roadblock, the 'joyriders' saw it, did a U- turn (or a handbrake turn; not sure) and wiped out a family of four.
When I was working in a hotel in Hendon in 1968 an old Irish chambermaid was killed by a speeding police car. At her funeral there were the 2 policemen and myself (and I only went cos the manager gave us time off to go, no one else bothered.) The police were very apologetic, but Sugar happens!
obviously that should have sqaid shiite happens.
