The map on the link I posted is misleading When I looked elswhere I found that that Arizona and New Mexico dont border on water they border on Mexico.

So I,m now going with 23 on water and 27 landlocked.
I counted again; I now make it 23 with a coastline - I think I'd missed Connecticut - leaving 27 landlocked, these being the 25 mentioned by souldriver and the two extras mentioned my don1.
I got 27
presumably landlocked means no seacoast; but states like Michigan have huge coastlines on the Great Lakes
You couldn't sail to Michigan from (say) South Carolina because of the Niagara Falls, and the great lakes are freshwater lakes.
...but the Great Lakes form part of the US border with Canada, are patrolled by the US Coast Guard and include nearly 6,700 miles of American shoreline for the states of Minnesota, Wisconsin, Michigan, Illinois, Indiana, Ohio, Pennsylvania and New York.

The 20 states not having a shoreline abutting the Pacific Ocean, Atlantic Ocean, Gulf of Mexico or Great Lakes are:

Arizona, Arkansas, Colorado, Idaho, Iowa, Kansas, Kentucky, Missouri, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, South Dakota, Tennessee, Utah, Vermont, West Virginia & Wyoming.

If the Great Lakes do not count then you must include the 7 states (not New York) listed in my first paragraph.
BTW the Great Lakes are accessible to oceangoing vessels via the Great Lakes Waterway and St. Lawrence Seaway (Niagara Falls is bypassed using the Welland Canal).
