You need to check with your Mum's Council as to whether the builders have applied for a proper and binding Way Leave agreement. Also point out how her safety is being compromised, they may hurry them up.
I will guarantee that the local authority who has commissioned the work to be done knows nothing about this.

She is being taken advantage of, and you should contact the local authority building works department to tell them.

Many scaffolding suppliers are notorious for doing this on council properties; they have contacts running all the time and they move the scaffolding from property to property on large estates, rather than having the hassle of disassembling it to take completely away. The 'cost' of hiring scaffolding is all in the labour of handling it, not in the value of the poles themselves.

Thank you for your reply's one man has come back today it seems he is working on the side of the house but to me this is just not good enough from her kitchen door she walks straight out into scaffolding to access her garden bins washing line etc its a accident waiting to happen as her sight is not that good as she also has to get around breeze blocks which they are storing there to me its accident waiting to hapen
I do hope you are going to do as we suggested and contact the Local Authority.

I have spoken to my mothers landlord they had no idea scaffolding had been put up on there property and were not happy they are sending there inspectors as a matter of urgency
I tried yesterday to speak to the housing association really got peed off as they did not return any of my calls however today when I told them I had complained to my mothers landlord ( the council) had a responce straight away there surveyour is looking into the problem as I type
also spoken to the builder and you were right they only asked my mother for 3 day acess did not inform her landlord ( council) they said the wall they are working on has blown whatever that means and it will take atleast 4-6 weeks to repair so again Im not happy as they did not tell my mother but he did admit they knew this before they put scaffold up
