Wind-break on newly planted hedge

I have noticed what I assume to be a wind-break alongside some newly planted hedging. Is that what it is, and is it necessary, or advisable. If used, should the screen be on one side or both sides of the hedge? Thanks.

The fence will probably on the side from where the prevailing winds come to give some shelter. If the wind from the other side is strong the hedge will have the windbreak to lean against.
The problem with putting windbreak each side is that you can create a funnel between for the wind, which would be more drying, and therefore more damaging, than none at all.
