How to locate owner of building on Business Estate?

I work on a Business Estate in a catering business. The Company directly across the car park to us has to bin or waste disposal, instead leave their black rubbish bags outside their premises, usually involving overnight, till they decide to put them in their pickup and take them home for disposal in their 'home' refuse collection. The problem is the rubbish bags always get ripped apart overnight by foxes and the contents is sprawled over the carpark every morning we arrive for work, usually it contacts food packaging or waste food as well as the usual rubbish (company documents, cig packs, empty containers, teabags etc). As you can appreciate the rubbish entices other creatures (rats, mice etc) which are definitely not welcomed in the business we are in. We have tried talking to the business owner but he is not very accommodating, saying he can't help it as he can't get a disposal company at the moment and the best he can do is take it away when he can. We are notifying the local Council for Health/Hygiene reasons but we also want to make the situation aware to the owner of the property the company runs from, as we know they don't own the building but rent it. How do we find out who owns the building so we can write to them with official complaint?

Sorry meant to say the Company across carpark has NO bin or waste disposal.
I dont think it is your job to contact the owners of the building.

You have done the right thing in contacting the council enviromental / health people, just leave them to do their job.
