The The Malicious Communications Act 1988 deals with the sending any article which is indecent or grossly offensive, or which conveys a threat, or which is false, provided there is an intent to cause distress or anxiety to the recipient.

In times past, if you sent poison pen letters to someone, you could be convicted without anyone seriously claiming that their freedom of speech was being curtailed.

With that in mind, what should happen to former Big Brother Kenneth Tong?

noone should ever use his name in the media ever ever again.
poison pen letters went direct to the recipient; Twitter nastiness can be seen by everyone, or so I understand. So they're not quite the same offence (or offensiveness). I don't really know quite what should be done with creeps like this. But I see he's "begun to trend globally", so if he wanted to get his own name in the papers, he's clearly succeeding.
try to not discuss him, it is the best way to deal with it.

He's sick.
I have never heard of this person. I assume he is a z list celebrity. However he makes his money, I hope the people who employ him or write about him stop and he is never heard of in the media again. Unfortunately, such desperate acts as this to get noticed, work because he has gone 'global'. Even questions such as this on AB are doing what he wants. Everyone should just ignore the little twerp and see him disappear into obscurity.
I've never heard of him either Gromit. By the sound of it he's a pathetic excuse for a man.
I've never heard of him either but will (judgementally) say that when TV companies pick unsavoury nobodys for progs like Big Brother in the hope they'll be good voyeuristic trash TV then it thrusts a fame on them they don't deserve and gives them a platform to spout such vile abuse (if they are so inclined).
BB should be banned :-)
