I am sure you need to ask the council. You can't fence off (in effect) a public beach without permission.
If it's on your land then no, if it's somewhere public then possibly yes, depends on what you're thinking about.
useful link, ladybirder - looks like the wedding itself can't be on the beach, then.
Just have the important bit there, the blessing and ceremony- and sign the naff bit of paper another day then.

I should've been more specific, its for the reception not the actual ceremony.
The problem would be that legally you could not stop anyone from just wandering in. Other than that I think it would be no diffrent from a wind break as it is a temporary structure only there for a few hours.
Not a good idea in the high season at a well known beach , ( like August at Blackpool,) but out of season or on a secluded beach you would probably get away with it.

I have often seen tents put up on a public beach , so ineffect this would be no diffrent . I still think you would not need permission as long as it was for less than 24 hours.
however..........if there was to be the drinking of alcohol in a public place you better check out the local by-laws, and I don't think you could run a paying bar either.
It would be a lot simpler to find a landowner with land close to the beach but not actually on it and put it there. As has just been pointed out a lot of beaches have an alcohol ban.
Or find a hotel with a private beach and pay them for the privilege
