Is there anyone here who can help with a makers mark on silver?

I have a Victorian silver pocket watch and I cannot work out the makers mark. I really don't think it is English. The mark is 'HV' inside an oval.

Sorry if this is too obvious but is this mark on the movement or the case? Good quality watches, even in silver cases, generally have the name of the maker on the movement. On the case , HV might be the mark of the case maker, rather than the maker of the watch. Why do you think it is foreign ? Are there no hallmarks anywhere inside the case to show the date and the assay office? Foreign silver, commercially imported, will usually have import marks and be hallmarked after importation. This all might help narrow the search.
