Diesil engine, cold starting problem, glow plugs have been replaced, new fuel filter housing and fuel filter fitted, new battery fitted.

This engine used to start as soon as the key was turned, now it takes 10-20 turns of the engine.

The fuel filter housing has improved the running of the engine but the tick over does not remain constant, tick over is slow 600rpm and does not increase when engine is up to correct temperature,I believe it should be running at 800rpm.

Any ideas.

I can't be speciic to your Toyota but 600 rpm tickover sounds very slow, 800rpm is more normal when hot and on both diesels I've owned a bit higher when cold. Hence possible that fuel is being restricted causing starting problem.
Also have you checked the glowplugs are getting definately power when dashboard light is on? The control module could be faulty.
You know, these modern diesel engines have got such complex control systems that they require attention from someone with the training to know what to look for and also the diagnostic equipment to test and adjust the controls. I am not sure that you can carry out much self-diagnose these days.
I drive a diesel and had similar problem , so now I give the glow plugs ten seconds longer to warm up and that does the job!
if your'e tickover isn't constant, then it sounds like you have a small air leak somewhere in the inlet system.
