i have alot of friends/family who have withheld numbers when they ring me, but now my friend says that if people are say plagued by nuisance calls then the police can trace then back to find out the phone numbers, so is she correct

I guess they can get that info from the phone provider. For example I'm with BT and my number is always witheld but BT must know who/when I call someone or they couldn't charge me.
