I originally posted about this a few days ago:

Since then I've been back and tested out a few things. Most importantly I've buddied up with someone using the same OS (windows 7) and by observing I can say with certainty it isn't an OS issue.

So this is what I'm left with: why would a Dell Inspiron not even see a network that exists in one geographical location - it can see all the surrounding networks where I am at present, for example. And it could see other networks in the problematic library - but not the free wifi network.
Done all the refreshing, rebooting, and as much fossicking around as i understand.
I think it may be a call for exorcism - anyone lend a hand?

Sorry, I am out of ideas, but thanks for the update. Did you do the 'troubleshoot' on your laptop?

Yes HC - thanks for asking - I have been round the houses, troubleshot, refreshed, managed and lost the will to breath.
But I'm very intrigued as to how someone managed to post an answer worthy of removal.....why, thank yer Ed, for savin' a lady's feelins.
:( The only suggestion I have is a bit scary.

Turn your firewall off and try.
